Encore presentation -- Original air date: Oct. 8, 2009 -- The mission of the Office of Justice Programs is to hand out grants to state and local law enforcement agencies.

In 2009 the agency will issue about $7 billion, almost four times as much as in previous years.

And behind all those grants is an antiquated system that OJP chief information officer Walter Iwanow wants to upgrade in the next few years.

He says the grants system is one of several that must be revamped to meet the agencies needs.

Iwanow also says OJP needs to improve its e-mail system to make Freedom of Information Act requests easier to fulfill.

And it must decide how to enhance its procurement management system in preparation for a departmentwide application scheduled for 2015.
