Nov. 16, 2009 -- Amtower interviews small business advisor Darryl Rekemeyer, Director of Business Development for Information Technology Systems & Consulting.

Rekemeyer was most recently at the Ft. Detrick Business Development Office helping small businesses navigate procurement issues.

He discusses several aspects of contracting impacting the small business community.

Among the issues: performance-based acquisitions, what is 'inherently governmental', insourcing and outsourcing, competency and certification issues and more.
