The Recovery Accountability and Transparency Board awarded Smartronix a $9.5 million contract to redesign Recovery.gov.

The RAT board made the announcement today on FedBizOpps.gov.

Smartronix's team includes KMPG, Synteractive and TMP Government. The Hollywood, Md. company beat out two other competitors, SRA and Accenture.

The RAT board needed only three weeks to issue the request for quote through the General Services Administration's Alliant governmentwide acquisition contract and make the award. Industry sources say this quick turnaround, and the fact it was a firm fixed price contract that wanted innovation and flexibilities were among the reasons for a low number of bidders.

The entire value of the contract could reach more than $17 million if all options are picked up.

Smartronix will have 21 days to come up with the new site's conceptual design including architecture and sitemap, user experience design approach and task analysis, according to the RFQ.

The company must launch the site by Aug. 27, and must provide the "government with exact digital copies of all artifacts, configurations and custom-code," the RFQ states.

A call to Smartronix seeking comment was not immediately returned, and an e-mail to the RAT Board also was not immediately returned.
