The National Security Personnel System cannot be fixed but rather should be reconstructed.

That's the recommendation coming from the Defense Business Board regarding the Defense Department's controversial pay-for-performance system.

Federal News Radio has been covering the recommendations, which were published yesterday.

Dr. John Crum is the deputy director of the Merit Systems Protection Board.

The board has not looked at NSPS specifically, but they have looked at pay-for-performance systems.
