The idea of competing federal jobs that are considered commercial in nature, faced steep resistance from employee unions and on Capitol Hill. Despite these road blocks, the Bush administration pressed forward. It rewrote the regulations, continued to push agencies to compete for jobs and eventually changed the name of the initiative to Commercial Services Management.
