The field of human capital management, in both the federal and private sectors, has seen dramatic changes over the last several decades. No one has been a better witness to that change than Bob Hosenfeld, the former Assistant Commissioner for Human Resource Management at the U.S. Customs and Border Protection (CBP), who left that job last October. Today, Hosenfeld is a consultant with the Alexandria-based firm S-T-G International, sharing his expertise with the firm’s federal agency clients.
