Ms. Daly is an Acting Director in GAO’s Financial Management and Assurance (FMA) Team. She has been responsible for engagements related to governmentwide improper payments and financial management systems, and financial management issues at the Capitol Police, NASA, and the Departments of Veterans Affairs and Homeland Security. Ms. Daly served as an assistant director in FMA and carried out engagements related to the Departments of Health and Human Services and Homeland Security’s implementation of new financial management systems and best practices in financial management systems implementation. Ms. Daly possesses over 19 years of GAO auditing and financial analysis experience and has a distinguished record of accomplishments and leadership ranging from focused reviews on the status of international contributions for Hurricane Katrina relief to broad government wide assessments of compliance with the Federal Financial Management Improvement Act of 1996 (FFMIA). Further, she led key segments of the pilot CFO Act audit at the U.S. Customs Service and the U.S. Government’s Consolidated Financial Statements. Prior to joining GAO in 1989, Ms. Daly worked for several companies in Hampton, Virginia preparing financial statements and specialized financial reports. She has been the recipient of numerous awards during her career, including two Meritorious Service awards and Results Through Teamwork awards. Ms. Daly received her bachelor’s degree in accounting, summa cum laude, from Old Dominion University in Norfolk, Virginia. She is a Certified Public Accountant, a Certified Government Financial Manger, and a Software Engineering Project Management Certified Professional. In May 2008 she successfully completed the Senior Executive Fellows program at Harvard University’s John F. Kennedy School of Government. She has been actively involved in the Association of Government Accountants (AGA) for nearly two decades and has served in a several leadership roles for the Northern Virginia Chapter of AGA and as a Regional Coordinator.
