National security planning and budgeting cannot be done by the Pentagon alone. That’s the approach that Defense Secretary Robert M. Gates is taking in the DoD Quadrennial Roles and Missions Review Report. According to the document, the best approach to national security challenges is one in which the entire federal government has a role. Sharing of responsibilities is a tenet of the plan.
