As the DoD Comptroller Chair at the CFO Academy, Mr. Aguilera helps develop curriculum, lectures, and provides administrative support to the IRM College’s new CFO Academy. In February 2006, Mr. Aguilera was promoted into the Senior Executive Service. From that time through August 2008, Mr. Aguilera served as the Associate Director for Contingencies and International Affairs in the Office of the Under Secretary of Defense (Comptroller). There, he oversaw over $700 billion in funding in the War on Terror. He worked with the Department’s most senior leaders in resolving War on Terror budget issues.

Mr. Aguilera greatly improved financial management and reporting of critical war-related funding for military operations in Iraq and Afghanistan; training of Iraq and Afghan security forces; payments to coalition partners and the financial management of humanitarian funds.

From 1998 to 2006, Mr. Aguilera was the Deputy Chief of the Operations and Personnel Support Branch of the Office of Management and Budget (OMB)’s National Security Division. There, he developed funding requests for military operations in the War on Terror.

He also worked on myriad issues including U.S. air surveillance radars; Air Force readiness; and worked with senior White House staff to gain approval for several Presidential initiatives and executive orders.

Mr. Aguilera also temporarily served as the Deputy Chief of the Army Comptroller Legislative Liaison Office (3/05-7/05). In addition to his official duties, Mr. Aguilera was elected to serve as the Vice President of the Board of the Directors of the Budget Federal Credit Union.

He successfully started efforts to merge that Credit Union with the Pentagon Federal Credit Union.

From March 1991 until October 1998, Mr. Aguilera was a Senior Evaluator at the U.S. Government Accountability Office. He was part of major investigations of many DoD programs.

Ricardo Aguilera started his federal career as a Presidential Management Intern (PMI) there. As a PMI, Mr. Aguilera also worked temporary assignments in the Departments of State and Defense.

Prior to joining the federal government, Mr. Aguilera worked for a variety of think tanks and defense contractors.

Mr. Aguilera has completed the Leadership for a Democratic Society program at the Federal Executive Institute and is a graduate of the U.S. Naval War College. Mr. Aguilera earned a Master of Arts in National Security Studies from George Washington University in 1991. He also earned his Bachelor of Arts in Political Science and Journalism from New York University in 1987.

For his work in the federal financial management field, Mr. Aguilera has earned numerous awards, including the OMB Exceptional Achievement Award.

Ricardo Aguilera lives in Fairfax, Virginia with his wife and two sons.
