Overdue and over cost — that’s how the Government Accountability Office is describing the Defense Department’s business systems modernization efforts.

Six of its enterprise resource planning efforts have experienced schedule delays ranging from 2 to 12 years. Five have seen cost increases of $500 million to $2.4 billion.

The delays have forced the department to continue to fund legacy systems, reducing the funds available for other Defense priorities.

This is not the first time the GAO has made recommendations to Defense to improve the management of its ERP efforts. GAO made 19 recommendations in 2007, 2008, and 2009, but 14 have not yet been fully implemented.

GAO has made eight new recommendations to Secretary Robert Gates to determine if the ERPs’ intended goals are being accomplished, including creating reliable schedules for the ERPs.

The Pentagon says it plans to take action to implement all of the recommendations.
