IT and the war on terror Dave Wennergren Mr. David M. Wennergren serves as the Department of the Navy Chief Information Officer (DON CIO). Reporting directly to the Secretary of the Navy, he provides top-level advocacy in the development and use of information management/information technology (IM/IT) and creation of a unified IM/IT vision for the Navy – Marine Corps team. He develops strategies, policies, plans, architectures, standards, guidance, and process reinvention support for the entire Department of the Navy. Additionally, he ensures that the development and acquisition of IT systems are interoperable and consistent with the Department’s vision. Mr. Wennergren is the Department’s eGovernment and Knowledge Management champion, serves as the IM/IT workforce leader, addresses emerging technologies and issues, ensures the availability, integrity and protection of the Department’s information systems, and serves as the Department’s Critical Infrastructure Assurance Officer (CIAO).
In addition to his duties as CIO, Mr. Wennergren is the Chair of the Department of Defense Identity Management Senior Coordinating Group, which provides senior oversight and coordination of biometric, smart card, and PKI initiatives across the entire Department of Defense. He also serves as the co-chair of the Federal CIO Council Best Practices Committee.
Prior to his current assignment, Mr. Wennergren served for four years as the DON Deputy CIO for Enterprise Integration and Security, where he was the Department’s champion for eBusiness, process reengineering, knowledge management, information assurance, critical infrastructure protection, the IM/IT workforce, privacy, smart cards and Y2K. Prior to that assignment, he was the Head, Plans and Policy Branch (N464), within the Shore Installation Management Division, Office of the Deputy Chief of Naval Operations (Logistics). He was responsible for shore installation strategic planning and policies, as well as the Navy’s ongoing Infrastructure Cost Reduction Program, shore restructuring efforts, regionalization and installation claimant consolidation. He was also the advocate for privatization, interservice support and interagency partnering efforts. Mr. Wennergren served as the Economic Support Team Leader on the Department of the Navy’s Base Structure Analysis Team (BSAT) during the Navy’s Base Realignment and Closure (BRAC) process for BRAC-93 and BRAC-95. In this position, he was responsible for developing and defending all Department of the Navy (DON) return on investment, local area economic impact and community infrastructure impact analyses. From 1985 until 1992, he worked in the Office of the Deputy Chief of Naval Operations (Logistics), where he was responsible for CA program planning and review; data base management; and legislative, budget and manpower issues. In 1991, he participated in the Navy’s BRAC-91 process, conducting return on investment analyses and defending the Department’s recommendations. He also worked as a management analyst at the Naval Industrial Resources Support Activity and the Naval Air Technical Services Facility in Philadelphia.
Mr. Wennergren received his B.A. in Communications/Public Relations from Mansfield State University. He was a recipient of a Secretary of the Navy Civilian Fellowship in Financial Management, culminating in a Masters degree in Public Sector Financial Management from the University of Maryland’s School of Public Affairs. He has received both the Department of the Navy Superior and Meritorious Civilian Service Awards, and the Office of the Secretary of Defense Exceptional Civilian Service Award. He is also honored to have worked in two organizations, including DON CIO, that were awarded the Department of the Navy Meritorious Unit Commendation.
