The bill has been pending, in one form or another, for 10 years in Congress.

A nearly identical measure gained passage by a huge majority last year in the full House, but stalled in the Senate.

HR 626 now goes to the Senate, where companion legislation is now pending in the Senate Homeland Security and Governmental Affairs Committee.

House Majority Leader Steny Hoyer, a co-author of the leave bill, says that he has not yet scheduled a vote before the full House.
