Mike Teller was appointed in September 2005 to serve as the Chief Information Officer for the Office of the Chief Financial Officer (OCFO).
Prior to joining the District government, Teller worked for the State of Maryland for almost three decades. As deputy chief of information technology, he was responsible for oversight of six major data centers that provided information technology operations for 65 state agencies with an annual budget approaching $400 million. He was also responsible for the creation of the state’s first Information Technology Master Plan, which was recognized by the Gartner Group as being significantly ahead of any other state’s plan in setting a vision for the future and in establishing a clear organization linked to the state budgetary process.
Following his retirement from the state of Maryland, Teller spent eight years in the private sector bringing e-government solutions to state and local governments, including the first use of electronic checks to pay property tax bills in San Diego County.
Teller also brings a strong financial planning background to the OCFO. He served as the chief financial planner for the Maryland Department of Transportation. In that capacity he was responsible for bond and debt service strategies for the department’s Transportation Trust Fund, as well as the preparation of revenue and expenditure projections.
A native of Baltimore, Teller holds a bachelor’s degree from Johns Hopkins University. He also served in the United States Navy Reserve

James Townsend, Founder and CEO, has published over fifty articles and books on databases and business computing, the most recent being Building Portals, Intranets and Corporate Web Sites with Microsoft Servers (Addison Wesley, 2004) as well as Web Development with Microsoft Resources (SAMS, 1996).
Jim received his Bachelor of Arts summa cum laude from Methodist College in Fayetteville, North Carolina, and his Master of Science in Foreign Service from Georgetown University.
Michael Batt Director, Dynamics State & Local Government, Education & Healthcare Microsoft Corporation
As Director for Microsoft Dynamics SLG, EDU & Healthcare business, Mike is responsible for leading a national team supporting the Microsoft Dynamics channel, sales & marketing efforts for financial, HR, payroll, supply chain and customer relationship management solutions. Mike has been with Microsoft since April of 1996, holding a number of sales, channel development, and leadership roles. Mike has been in the Public Sector technology industry for over 20 years and holds a Bachelors of Science Degree in Marketing from Marymount University.
Mike is a lifelong Fairfax County resident and has served on the Board of the Reston YMCA, plus been active in multiple local chambers since 1989. Mike has represented Microsoft at the Greater Reston Chamber of Commerce since 2004, serving in multiple capacities (Incubator Committee Member, Reston Metro Access Group Representative, and currently as a Board Member).
Mike lives in Reston, VA with his wife Michelle and their two children, David & Sarah.
