This morning’s federal news as heard on WFED:

The federal government gets its first Chief Technology Officer. The president has picked Virginia’s Aneesh Chopra for the post. Chopra is currently the state’s technology secretary. In his new job, he’ll work with federal Chief Information Officer Vivek Kundra to promote federal efforts to spur high-tech innovation and work with private industry.

The government gets its first Chief Performance Officer. Washington-area businessman Jeffrey Zients is the president’s pick for that job. Zients will lead efforts to streamline the business of government and cut costs. He comes to the job from his leadership post at investment firm Portfolio Logic.

It’s day two of IRMCO 2009. This year’s conference theme is Transformational Leadership. The keynote speakers list is wide-ranging: Federal CIO Vivek Kundra will make an appearance, as will Craigslist Founder Craig Newmark.

More agencies and vendors are turning to alternative dispute resolution to resolve their differences. The Government Accountability Office says the caseload is up 25-percent so far this year. Alternative Dispute Resolution lets GAO predict the outcome of a bid protest before writing a formal decision. The uptick in caseload follows years of decline.
