Dems mull how to cut discretionary spending

House Democrats say they’ll forgo a traditional budget resolution for 2011 and opt for a plan to reduce non-security discretionary spending beyond what the president has proposed. House Majority Leader Steny Hoyer says that Democrats will offer something called a “budget enforcement resolution” instead. That could mean spending cuts and freezes for the next several years.
