CHCO survey: Federal hiring system hurts government

When it comes to hiring and maintaining a first class workforce, the federal government can be its own worst enemy. That’s one conclusion from a brand new study based on interviews with chief human capital officers out this morning. The survey was the work of Grant Thornton and the Partnership for Public Service.
