Agencies and contractors are looking for ways to take advantage of going wireless even though the electro-magnetic spectrum is congested and contested. The Center for Strategic and International Studies held a conference on the spectrum. Participating on the first panel was Blair Levin, Communications and Society Fellow at the Aspen Institute and ran the team at the FCC that wrote the national broadband plan.
