The military still has contractors performing “inherently governmental” work. The Government Accountability Office singled out the Army and Air Force in particular, but it said the Navy doesn’t even review that information.

The agency recommended that all Defense Department components develop guidance that clearly delineates authority, responsibility and accountability for conducting inventory reviews.

It added that DoD’s current technology doesn’t allow officials to track all the important contract details. Defense officials said they wouldn’t be able to collect contractor manpower data until fiscal 2016.
