Congress created Alaska Native Corporations 40-plus years ago to settle land claims and give natives economic opportunities. The corporations have benefited from special government contracting preferences. But a few years ago, lawmakers found some of those corporations only had loose ties to Alaskan tribes. They cracked down. Now agencies are awarding far fewer contracts to Alaska Native Corporations.
