Agencies make lots of regulations. And then they change them, even pare them down, sometimes get rid of them altogether. The White House has encouraged the government to trim the red tape. But the Government Accountability Office tried to find the data to justify the choices agencies made. It was hard. Michelle Sager is director of strategic issues at GAO.
