Congress nearing agreement on FOIA reform

The Freedom of Information Act passed into law nearly 50 years ago. And it seems like FOIA has been the subject of reform ever since. Now once again, we’re hearing the words presumption-of-openness and overuse-of-exemptions again. What’s really needed for reform and is there any chance it will happen?
