Why the Federal Career Intern Program is on hold

Does the Federal Career Intern Program violate hiring rules? The Merit Systems Protection Board thinks so and has put the program on hold.

The ruling states that the government improperly placed FCIP positions in the excepted service, meaning vacancies do not have to be made public.
