The Federal response to the Katrina disaster is still under scrutiny, nearly four years later. The House Transportation Subcommittee on Economic Development, Public Buildings, and Emergency Management brought in new FEMA Director Craig Fugate to answer questions about the decision-making process at the agency, who reports to who, and who has what autonomy. Mr. Fugate testified before the committee last week.
