  • The President signed an executive order creating a Government Accountability and Transparency Board that will identify ways agencies can eliminate waste and boost performance. The President is putting Vice President Joe Biden in charge of this effort to cut billions of dollars of what he calls pointless waste and stupid spending at every federal agency. The board will be composed of 11 members who are inspectors general, chief financial officers or deputy secretaries and a senior official of the Office of Management and Budget.
  • The administration has limited the amount federal agencies can spend on performance awards for employees. The Office of Personal Management and the Office of Management Budget says agencies must cap total spending on individual awards for senior-level employees to no more than 5 percent of aggregate salaries for those positions. Agencies must also limit award spending for all other employees to no more than 1 percent of aggregate salaries for that group.
  • The Office of Personal Management has awarded a contract to US Investigations Services. The new contract is to provide background investigation services for the federal government. The contract has one base year and four option years and is worth up to $233 million.
