The House will begin debate today on the defense authorization bill for fiscal year 2013. One key provision would let federal employees under the General Schedule working national security jobs rotate from agency to agency.

Backers believe it will spread best practices and help integrate a fractured system that’s plagued civilian agencies for decades. Rep. Geoff Davis (R-Ky.) sponsored the original legislation that eventually made its way into this year’s big defense bill. He told Federal News Radio’s Jared Serbu it’s a response to an inter-agency process that he thinks is fundamentally broken.

The Wounded Warrior Regiment’s motto is “Still in the fight.”

And the Defense Department has different ways to help soldiers make an ability out of a disability. Ambassador Kenneth Moorefield, the deputy inspector general for Special Plans & Operations at the Defense Department, oversaw the inspection of Camp Lejeune’s Wounded Warrior Program.

The report detailed several initiatives that could be developed into best practices for supporting comprehensive care of wounded warriors. However, the report also noted a number of challenges.
