Unmanned aerial systems, or what are colloquially known as drones, are pretty high tech. But the Defense Department is teaming up with Georgia Tech University to take to the next level — and take human beings one step further out of the chain of operating them. Harry Lubin is the chief of the Experimentation Branch Maneuver Battle Lab at Fort Benning. The lab’s the site of an exercise tomorrow and Lubin tells In Depth they’ll be validating some new capabilities for UAVs.

Congress is taking a close look at the Army’s fiscal 2014 Modernization Plan. The Army says its highest priorities are equipping war fighters in Afghanistan during the draw down. But new budget realities are shaping the plan’s future outlook as well. Just because an agency makes a significant mistake in a source selection doesn’t necessarily mean the contractor on the losing end can win a protest. One construction company learned that lesson recently in a protest decision by the Government Accountability Office. Dan Donohue, a partner at Husch Blackwell, examined the case recently on the firm’s “Contractor’s Perspective” blog.

Prominent defense experts from across the political spectrum are lining up behind a new call to reduce overhead in the Defense budget, saying that without fundamental management changes, internal cost drivers are destined to crowd out core military missions in the not-too-distant future.
