Abuse of the overtime practice at the Border Patrol generated the crackdown and a hearing of the Efficiency and Effectiveness of Federal Programs and Federal Workforce Subcommittee of the Senate Homeland Security and Government Affairs Committee. Sen. Jon Tester (D-Mont.), chairman of the committee, told Francis Rose how he got interested in the overtime issue in the first place.
