Charles R. Leins

Charles R. (Bob) Leins is the founder and President of NITP, Inc., Rockville, Maryland. NITP has been in business since 1984 and provides retirement and benefit planning seminars exclusively to the Federal Government. NITP has grown to be the largest company of its type in the United States. Bob is a key speaker at the retirement planning seminars and also appears on local TV and radio programs including NITP's own radio show "For Your Benefit." His topics include tax and financial planning at the beginning, mid-career, and retirement career stages. These seminars are presented to the entire spectrum of the Federal workforce.

Bob's presentations are delivered to inform first, then to challenge the class to apply the information to their personal situation, and finally to plan how to maximize the opportunities.

As a Certified Public Accountant and founding partner of Gold, Leins & Adoff, CPA's in Rockville, Maryland, Bob specializes in taxation and business planning at the individual and small-business levels. In addition to his position with NITP, he provides seminars to industry trade groups, professional groups, social groups, and is a member of several Board of Directors.

Tammy Flanagan
Senior Benefits Director

Tammy Flanagan has a long history in the area of Federal benefits. She began her government career with the Federal Bureau of Investigation (1980 - 1988). She served in various positions including Position Classification Specialist and Retirement Counselor. She began to provide training for Federal employees during the implementation of the Federal Employees Retirement System in 1987. Ms. Flanagan felt drawn to the Federal audience and decided to pursue lecturing and training as a career.

Ms. Flanagan introduced specialized retirement training for law enforcement groups for the former Office of Personnel Management training office and also created a specialized course geared to the concerns of Senior Government Executives. She lectures and consults with Federal employees in all aspects of employee benefits, specializing in the concerns of pre-retirement planning, mid-career planning, and new employee training. Her presentations are tailored to meet the needs of her audiences and she prides herself on being a fountain of retirement information! Her lectures are complemented with a 150-page Federal Benefits Workbook that she designed and authored to serve as a lecture guide and resource.

Ms. Flanagan's presentations provide thorough and up-to-date coverage of the Federal retirement systems, Federal insurance programs, Thrift Savings Plan and Social Security.

You may see her at an NITP seminar in the Washington metro area and across the United States. Tammy provided assistance during the FERS Open Season periods by producing instructional videos, live training, satellite training and individual counseling. She has also appeared on "NARFE Presents" television show. She authored and presented federalnewsradio.com's popular For Your Benefit radio column. She has been quoted in the Federal Diary in the Washington Post and numerous Federal employee publications, including the Federal Times and Government Executive Magazine.

John Elliott
Federal Benefits Strategist

John Elliott has a distinguished career in the area of Federal benefits. Before retiring from the Federal government in 2002, John managed agency-wide benefit programs for various federal agencies including DEA, U.S. Customs, USDA and OPM. While with the government, he served in a variety of capacities including Employee Benefits Division Chief, Benefits Officer, Chief of the Advisory Services Office and Retirement Policy Analyst. John is a Federal Benefits Strategist for NITP and conducts seminars nationwide on CSRS and FERS retirement benefits and is a frequent Co-host of NITP's radio show, ForYourBenefit. In 1994 to 2000, John was an occasional guest columnist, writing on federal benefits issues, for Mike Causey's Federal Diary column in The Washington Post.
