Mark Goodge currently serves as the first Chief Technology Officer for the Military Health System’s Office of the Chief Information Officer, Assistant Secretary of Defense Health Affairs. As CTO, Mr. Goodge is the primary advisor to the MHS Chief Information Officer on all mission, scientific, technical and information technology and information management issues. He is also primarily responsible for serving as an authority for strategic development, oversight and leadership concerning major MHS-wide health care information technology development efforts.

Additional responsibilities include directing, planning, and overseeing execution of all activities associated with strategic information technology goals and objectives to include, but not limited to (1) technology and portfolio alignment; (2) ensuring the MHS Enterprise Architecture effectively supports Federal Enterprise Architecture standards while supporting unique customer requirements and needs; (3) working with stakeholders to adopt MHS strategic plans on transformative issues; (4) development of policy and standards; (5) overseeing programmatic level operational technology and issue resolution; and (6) enforcing Information Technology standards and protocols in line with MHS goals and industry “best practices.”

Professional Background

Prior to becoming the MHS CTO in July 2010, Mr. Goodge rose rapidly through the civilian ranks at the former Tri-Service Infrastructure Management Program Office, under the Joint Medical Information Systems Office, where he most recently served as CTO. Mr. Goodge managed programs totaling more than $300M worth of communications and computing infrastructure management activities including all engineering, design, program modeling, simulation, performance analysis, development and testing, as well as procurements and deployments of infrastructure solutions supporting MHS centrally managed systems. He also led development, documentation and maintenance of technical Communications and Computing Infrastructure (C&CI) implementation architecture, design-to guidelines and technical design assessments for readiness, performance and consistency with required cost, schedule and performance levels. Mr. Goodge initially served as the Director of Deployment Services at TIMPO when he arrived in 2006.

Mr. Goodge previously provided engineering expertise at Bethesda first as the Chief Information Officer at National Naval Dental Center, then as CTO at National Naval Medical Center Bethesda. He was responsible for the integration, planning, budgeting, security, and manning requirements of systems integration and interoperability for the health care enclave. NNMC Bethesda health care enclave supported all four branches of the U.S. Armed Forces, spanning 5,000 network users across 5,000 miles in five states. Mr. Goodge served as a Navy Hospital Corpsman for ten years prior to transitioning to Government civilian employment.

Awards

In 2007, Mr. Goodge received a Rising Star award from Federal Computer Week for his efforts in leading the installation of network protection suites to ensure the privacy of medical information, while serving as Director of Deployment Services at TIMPO, and for his potential as an up-and-coming future leader.
