On this week’s show, we take a detailed look at the long-awaited instruction the Defense Department issued in January on services acquisition. DoD Instruction 5000.74 is the first standalone instruction the department has ever issued specifically on services, recognizing that they differ from products in numerous key ways and need to be managed accordingly.
