Letters containing a strange substance have been received all over the country.”Since December 8 letters containing a white powdery substance have been recieved at more than 40 governors offices throughout the United States,” says Rich Kolko public affairs spokeman for the FBI. He says the powder has tested negative for a hazardous substance in each case. The governors offices in Maryland and Virginia were among those that received the letters and several U.S. embassies overseas got them as well. Where did they come from? “The letters all appear to be postmarked from the Dallas area.”
