Mr. William Keely has recently been appointed to the Deputy Chief Technology Officer (DCTO) for Mission Assurance. In this capacity he is responsible for providing the strategic technical direction for DISA’s Cyber Defense and Network Operations communities. He oversees architecture development, engineering design and technology insertion. Mr. Keely recently served as the Director of the Defense Information Systems Agency’s (DISA) Field Security Operations (FSO) in Chambersburg, PA. He held this position from June 2008 to August 2012. This field activity provides information assurance services and support to military organizations throughout the DOD community. These services include certification support, readiness inspections, IA vulnerability management, incident response, IA training development, penetration testing, and IA tool fielding. The FSO is also responsible for the development and maintenance of the DOD Security Technical Implementation Guides (STIGs). He is also the executive manager of the DISA IA intern program. He oversees the recruitment of 30 students per year from OSD’s IA Scholarship Program (IASP) and OPM’s Scholarships-for-Service (SFS) program.

Prior to this position he was the Deputy Chief Information Assurance Executive for DISA. He provided direction in the areas of implementation and integration of Information Assurance products and services. These spanned all areas of IA, including sensor grid development, Public Key Infrastructure, network security, and vulnerability management. In 2005 he established the DOD Acquisition Working Group for the Information Assurance/ Computer Network Defense Enterprise-Wide Solutions Steering Group. Mr. Keely added to the common suite of DOD tools by acquiring DOD-wide enterprise licenses for vulnerability scanning tools and remediation tools. He has spear-headed the DOD-wide acquisitions for anti-virus, anti-spyware, vulnerability scanning, and vulnerability remediation tools. These cover an estimated 5 Million computers and devices.

From February 2006 to February 2008 Mr. Keely has was appointed as the Deputy Portfolio Manager for the Global Information Grid Information Assurance Portfolio. In this position Mr. Keely performed baseline analysis of the IA programs of the military services, developed IA evaluation methods and associated metrics, and developed investment recommendations for OSD and OMB. Prior to his current employment with DISA Mr. Keely held a variety of positions with the U.S. Army.

Mr. Keely has a B.S. in Mathematics from University of MD at College Park and a M.S. in Information Systems from University of Maryland Baltimore County.

He resides with his wife Mrs. Jeannie Keely in Hagerstown, MD where they have raised their four daughters Sarah, Colleen, Diana, and Carissa.
