You implement all these new communication tools — but in the Web 2.0 world, there are relatively few ways of measuring the effectiveness of those out-reach efforts.

Scott Burns is the CEO and co-founder of GovDelivery — GovDelivery is the company that provides many of the outreach services for government. And Burns says that he was also interested in finding ways of measuring messaging. He says they are working to determine what works — and what doesn’t.
