Should Congress Have a Say?

President Obama is pulling troops out of Iraq, but also says a ‘residual force’ will remain through 2011. He’s adding 17,000 troops to the fight in Afghanistan. Neither of these commitments requires congressional approval. But should there be a requirement for congressional participation?
