‘Virtual agencies’ target individual citizens’ needs

The IBM Center for the Business of Government has been looking at something called virtual agencies. It’s a form of personalized government, centered around individual citizens or customers.

The idea has been around for a while – former Vice President Al Gore talked about it in the 1990s.
