Appealing to a federal employee’s public service motivation has been a tactic for federal managers for a long time. But several recent studies have shown that may be counterproductive — or at least, that it’s more effective when it comes from coworkers than from supervisors. Steve Kelman, former administrator at the Office of Federal Procurement Policy and now a professor at Harvard University, recently wrote a commentary about this issue in Federal Computer World and joins In Depth to talk about the new findings.
