Colonel Neely is assigned as the Chief of Current Operations Division, J33 for the National Guard Bureau (NGB). In this capacity he serves as the focal point for National Guard Domestic Operations, deliberate and crisis, for internal and interagency partners in support of the 54 States and Territories and the District of Columbia. Col Neely functions as the National Guard’s primary point of communication and coordination for requests for assistance, resources, policy, and information on current National Guard Operations within the states and territories. Maintains visibility of domestic response capabilities available for federal, state and local authorities to provide needed support as requested for natural or manmade incidents. Act as the focal point for collaboration with states, combatant commands, and the federal Interagency community. Develop and execute policy for deliberate operations to include support for National Special Security Events (NSSE), state funerals, and the NGB Continuity of Operations Program. Col Neely provides counsel and advice to NGB senior leaders, State Adjutants General, and State J-3s on domestic operations and shared situational awareness issues. Colonel Neely was commissioned in 1990 by the Air National Guard at McGhee Tyson Air National Guard Base, Tennessee. Colonel Neely is a Master Cyberspace Officer. His previous assignments include Chief of Logistics Plans and Programs, Financial Officer, Wing Executive Officer, Communications Unit Commander, Illinois Air National Guard Director of Logistics, Deputy United States Property and Fiscal Officer for Illinois, Illinois National Guard Director of Information Management/Chief Information Officer, Commander of the 183d Air Component Operations Squadron and Chief of Staff for the Illinois National Guard Joint Staff. Colonel Neely has two overseas deployments in support of Operation Iraqi Freedom and Operation Enduring Freedom. While assigned as the 183d Air Component Operations Squadron, Colonel Neely deployed multiple times in support of operations in South America. During one such deployment, Colonel Neely served as the Director of Joint Task Force Epsilon. Colonel Neely has also completed a previous assignment at the National Guard Bureau, Washington DC as the Senior Interagency Planner for the 2012 G8/NATO Summit NSSE. Prior to receiving his commission, Colonel Neely served as an enlisted member with the Army Reserve.
