Analysis: economic proposals face tough tests

President Obama is proposing $50 billion dollars in new federal spending on transportation systems to boost the sagging economy. The president today will also detail a tax plan to help businesses. But first, all of this must face the test of Congress, which returns from recess early next week. They’re coming back to a plate full of other initiatives and unapproved federal budget bills.
