Proposed catchall bill would nearly freeze Defense

House Democrats have proposed a spending bill that would all-but freeze the Pentagon’s 2011 budget. The president had requested a $23 billion dollar increase, but the Democratic plan would eliminate raises for most defense programs. It’s part of a larger catch-all spending measure House Dems are working on. The bill could win passage as early as this week.
