The departments of Defense and Veterans Affairs have scrambled to treat service members returning from war with psychological problems. But a new report from the Institute of Medicine suggests, the military should do a better job at prevention. It says the Defense Department lacks evidence to back up the tactics it chooses. Dr. David Rudd is provost at the University of Memphis and one of the report’s authors.
