A federal lapse in appropriations doesn’t really shut down the government, but it can disrupt things. If an employee is not furloughed, they’re forced to work without pay until the president signs an appropriations bill. How are managers supposed to handle these situations? Margot Conrad, director of education and outreach at the Partnership for Public Service, joined Federal Drive with Tom Temin to provide some insight.
