Congress has returned after a 10-day recess. It has only until March 23rd to craft a fiscal 2018 budget deal to replace the fifth continuing resolution now in place. That means a so-called omnibus bill is shaping up. David Hawkings, senior editor at Roll Call, joined Federal Drive with Tom Temin to discuss what’s up ahead.
