The idea of resilience in the face of disaster has always been around. But it gained prominence after 9/11 and still more after Hurricane Katrina. Daniel Aldrich, a professor and director of the Security and Resilience Studies Program at Northeastern University, tells Federal Drive with Tom Temin that federal agencies might be placing too much emphasis on physical infrastructure as a measure of resilience and not enough on what he calls social capital.
