The principles of Better Buying Power

This week on “Off the Shelf”, Steve Schooner, Nash & Cibinic Professor of Government Procurement Law at The George Washington University Law School, examines the “Better Buying Power Principles” as articulated in a recent article, Better Buying Power Principles—What are they?  by Frank Kendall, under secretary of Defense for Acquisition, Technology and Logistics.

Schooner provides his insights regarding the potential impact of the principles on DoD acquisition:  Are they the right message for the acquisition workforce?  What do they mean for industry?  Do operational realities reflect the principles?
