PSC hires David Berteau to be next CEO

The Professional Services Council has chosen a familiar face as its next leader.

The PSC board of directors today approved David Berteau, the assistant secretary of Defense for Logistics and Materiel Readiness, to be its new CEO starting March 28.

Berteau will replace Stan Soloway, who left PSC last fall after leading the industry association for the last 15 years.

Berteau has held the Defense Department’s top logistics job since January 2015, where he oversees $170 billion portfolio to include managing the policies and processes to include materiel readiness, strategic mobility and sustainment support of supply, maintenance and transportation.

“Stan Soloway did a great job growing and improving the council. I’m eager to build on those accomplishments and to promote an open and competitive federal marketplace in which government benefits from the best solutions that industry has to offer,” Berteau said in a release. “PSC will continue its leadership role in advocacy for government contractors and for producing first rate research and analysis. We will also maintain an active voice in the media, on Capitol Hill and at government agencies.”

Berteau is a known quantity across the federal community, having worked both in DoD before this tour and in industry for most of his career.

Before joining DoD last year, he was senior vice president and director of the National Security Program on Industry and Resources at the Center for Strategic and International Studies (CSIS) in Washington. At CSIS, he focused on research and analysis around national security plans, policies, programs, budgets and resources as well as defense management, contracting, logistic and acquisition issues.

Additionally, Berteau has been an adjunct professor at Georgetown University and at the Lyndon B. Johnson School of Public Affairs, a director of the Procurement Round Table, and an associate at the Robert S. Strauss Center at the University of Texas. He also is a Fellow of the National Academy of Public Administration.

“David’s outstanding work experience makes him an excellent fit for the job,” said John Goodman, chief operating office of Accenture Federal Services and incoming chairman and a member of the search committee of PSC. “Working with PSC’s talented team, David will maintain the association’s high standards and provide the leadership for even greater achievements in the future.”

Berteau’s experience in industry comes from his seven years as senior vice president at Science Applications International Corporation, and spent almost five years as director of Defense and Homeland Security issues for Clark & Weinstock, a lobbying firm.

Soloway recently launched his own consulting firm, Celero Strategies LLC, Feb. 8.
