NextGov talked with Alec Ross of the State Department. He serves as senior advisor for innovation to Secretary of State Hillary Clinton. He says that when the cloud is handled in a democracy, it helps promote that democracy. But, when servers are in repressive regimes, government officials can claim the information processed through the equipment — including personally identifiable information. The debate, he says, will be over who owns the information that’s processed through the cloud servers.
