After bargaining for what seemed like an eternity with the American Federation of Government Employees, the Department of Education unilaterally imposed a new, seven-year work plan. That prompted the union’s Washington, D.C. local to file a grievance with the Federal Labor Relations Authority. In Bob Tobias’ mind, something is not right here.
